National Development Program

That's it National Development Program (NDP) enacted by Law 4635/2019 (A΄167) with the aim of adopting an integrated system for the planning, management, monitoring and control of the interventions financed by the national resources of the Public Investment Program (PPE). The EPA introduces medium-term target setting and the subordination of PDE interventions to strategic objectives and prioritized development priorities.

Program Period EPA 2021-2025

The program periods of the EPA have a duration of five years. The start of the first programming period begins on July 1, 2021 with the gradual activation of its individual programs until December 31, 2021. The EPA for the programming period 2021-2025 was approved by the Act of the Council of Ministers no. 38 of 31/8/2020 (A' 174).

Development Goals, Priorities and output indicators for the 2021-2025 EPA

The EPA determines the priorities per policy area in the context of the national development goals, the specific goals and actions, the overall and per program budget, as well as the results sought by its implementation.

In the NDP 2021-2025 they are defined 5 development goals covering five pillars:

  1. Smart Development
  2. Green growth
  3. Social development
  4. Infrastructure Development
  5. Extroversion

By policy area, in the framework of the development objectives of the EPA, further specialization is made in priorities. In the EPA they are distinguished as a whole 60 priorities. To Support the Programs, they have been created additional 2 priorities (Administrative Support, Technical Assistance).

An important element of the new PPE planning procedures is the adoption of a system of indicators, in order to strengthen the effectiveness of the monitoring, evaluation and review process of the EPA and the individual TPA and PPA. The indicators include intended results which must have been achieved by the end of the EPA programming period.

The EPA consists of Sectoral Development Programs (SDPs) and Regional Development Programs (RDPs), which are drawn up, respectively, by the competent Ministries and Regions and include the objectives of medium-term development planning in the area of ​​responsibility of the respective body, based on the EPA planning and the allocation of the EPA resources attributed to it.

The EPA can also include Special Programs (SP) of development / investment interventions or interventions to restore damages or deal with crises, with a spatial or sectoral reference, with a management system and a specific schedule and resources.

Special Natural Disasters Program

Resources and eligible categories of EPA 2021-2025

The EPA is implemented with the national resources of the Public Investment Program. In particular, it is foreseen that for the determination of the resources of the EPA, the following are taken into account, among others:

  • the outlook for the economy over the planning period;
  • the complementarity with co-financed interventions aimed at strengthening the development result, as well as
  • the general fiscal strategy of the country, as reflected in the current Medium-term Fiscal Strategy Framework (MSF).

In order to facilitate the adaptation to the new programming procedures of all involved bodies and exclusively for the first programming period 2021-2025 of the EPA, care is taken regarding the commitments undertaken by the Ministries and Regions with the previous institutional framework for financing projects from national resources.

The eligible categories of projects for financing under the EPA, in addition to the actions that can be financed by the PDE, in accordance with the current institutional framework, include indicative actions:

  • strengthening the competitiveness of businesses, freelancers and scientists
  • public sector reform
  • boosting employment
  • development of human resources
  • management of migration flows
  • enhancing the productivity and competitiveness of the primary sector
  • financing transactions with financial instruments
  • actions to support co-financed projects, for their initiation and implementation, as well as after their withdrawal or after the end of the eligibility period for co-financing
  • grants from private and public bodies for the provision of Services of General Economic Interest (SGEI) and management and administration costs of public limited companies for the implementation of projects and programs subject to conditions

The EPA does not finance permanent operational needs of the Public Sector, however recurring investment actions may be financed. The categories of eligible projects may be supplemented by a decision of the Minister of Development and Investments, following a recommendation by the General Secretary of Public Investments & NSRF.

EPA Budget 2021-2025

The total EPA budget for the first programming period was set at 10.000.000.000€, while it can be increased during the programming period by joint decision of the Ministers of Finance and Development & Investments. Provision is also made for the possibility of setting up reserves to deal with, among others, the immediate consequences of crises, emergencies and natural disasters.

Management and Control System and Procedures Manual

For the management, monitoring and control of the interventions financed by the EPA, the Ministry of Development & Investments has issued Y.A 62564/4.6.2021(Β' 2442) entitled "Management and Control System - Rules for the eligibility of expenditure for the programs of the National Development Program 2021-2025", which, among other things, includes:

  1. The process of activation and implementation of the programs and selection of the projects, the eligibility rules of the expenses, the monitoring and evaluation system, the conditions for financing, modification and completion of the projects
  2. The system of inspections and controls

Coordination Authority

The Coordinating Authority of the EPA is the General Directorate of Public Investments of the Ministry of Development and Investments, in accordance with par. 5, of article 119 of Law 4635/2019, which is supported by the Directorate for the Management of the National Public Investment Program (NDIP .PI.).

The operational objective of the Directorate for the Management of the National Public Investment Program is the planning and proper implementation of development programs financed by national resources of the PDE.

DiDiEP

The General Directorate of Public Investments is the central Coordination Service of the EPA (YS-EPA). For this purpose, it is supported by Directorate for the Management of the National Public Investment Program (NDIP).

In particular, the DiDiEP is responsible for:

    1. It coordinates the process of drawing up the EPA and its programs, ensuring optimal synergy between them and the programs co-financed by the European Investment and Structural Funds, as well as their compatibility with the country's development plan for productive retrenchment, balanced regional development and social cohesion.
    2. It coordinates the concentration of resources in special categories of actions, as defined in the EPA.
    3. It is recommended to the Minister of Development and Investments for the issuance of the decision of paragraph C of article 129 of this law.
    4. It undertakes initiatives to simplify and speed up the implementation procedures of EPA projects, in cooperation with the co-competent ministries.
    5. It provides instructions and directions for the preparation of the reports provided for in the SDE and the carrying out of the evaluations, when required, processes the findings of the evaluations and provides directions regarding the revision of the TPA and PPA.
    6. It prepares the specifications for the configuration of the necessary Information Systems (IS) of the General Directorate for the EPA, taking care of the development of the necessary interfaces and ensuring the compliance of the systems with the regulatory requirements of national and EU law.
    7. Conducts on-site inspections, in accordance with case b of sub-paragraph 2 of paragraph B of article 129 hereof.
    8. It prepares the procedures for the implementation of Technical Assistance actions within the framework of the NDP.

In addition, DiDiEP has been assigned its role Project Management Division (PMD) of the Sectoral Development Program (SDP) of the Ministry of Development and Investments.

Regional Development Program for the Region of Central Greece

By No. 142053/ 31.12.2021 (Official Gazette 5410/Issue B'/31.12.2021) Decision of the Deputy Minister of Development and Investments, the Regional Development Program (RDP) of the Region of Central Greece for the Programming Period 2021-2025 was approved.

That's it Regional Development Program (RDP) of Central Greece, was established within the framework of the National Development Program (NDP) by Law 4635/2019 (Α΄167) with the aim of adopting an integrated system for the planning, management, monitoring and control of interventions financed by national resources of the Public Investment Program (PDE). With the EPA and subsequently with the PPA, medium-term targeting and the subordination of PDE interventions to strategic goals and prioritized development priorities are introduced.

The PPA was drawn up by Directorate of Development Planning which is under the organic affiliation of the General Directorate of Development Planning, Environment & Infrastructure and includes the objectives of medium-term development planning, always based on the EPA planning and the allocation of the EPA resources attributable to the Region of Central Greece.

The PPA can also include Special Programs (SP) of development / investment interventions or interventions to restore damages or deal with crises, with a spatial or sectoral reference, with a management system and a specific schedule and resources.

In particular, it is foreseen that for the determination of the resources of the PPA, among other things, the prospects of the economy for the planning period, the complementarity with co-financed interventions aimed at strengthening the development result, as well as the general fiscal strategy of the Country, as reflected in the current Medium-term Fiscal Strategy Framework (MSF).
In order to facilitate the adaptation to the new programming procedures, but also of all involved bodies and exclusively for the first programming period 2021-2025 of the EPA, care has been taken regarding the commitments already undertaken by the Region of Central Greece, with the previous institutional project financing framework from national resources.

PPA Budget 2021-2025 of the Region of Central Greece

The total budget of the PPA of the Region of Central Greece, for the first programming period, was set at 259.000.000 €, against a total budget of €10.000.000.000 of the EPA for the same period, which concerns the budget of 13 Regional Development Programs and 16 Sectoral Development Programs, while it can be increased during the programming period by joint decision of the Ministers of Finance and Development & Investments. Provision is also made for the establishment of ESA reserves to deal with, among others, the immediate consequences of crises, emergencies and natural disasters.
