SELF-DETERMINATION OF CIVIL PROTECTION

COMPETENCES

According to PD 148/2010 "Regional Organization St. of Greece", article 29, the Autonomous Directorate of Civil Protection includes the responsibilities exercised by the Region within the framework of the current legislation and in particular:

  1. The coordination and supervision of the work of civil protection for the prevention, preparedness, response and restoration of disasters, within the limits of its territorial district.
  2. The responsibility for the implementation of the annual national planning of civil protection, during the part where the relevant programs, measures and actions are implemented at the district level.
  3. The formulation of proposals for the planning of civil protection of the region, in order to be the subject of the proposal for the annual national planning of civil protection by the Inter-ministerial Committee.
  4. The submission of a proposal to the General Secretary of Civil Protection for the issuance of a decision to declare a state of emergency of civil protection, in the case of local disasters.
  5. Issuing decisions declaring a state of emergency for local disasters of low intensity.
  6. The planning and organization of prevention, information and response to disasters or emergency situations, as well as the disposition and coordination of the action of the necessary potential and means in this direction.
  7. The coordination of all regional services, as well as public and private capacity and means to ensure preparedness, disaster response and damage recovery.
  8. Issuing a decision for the requisition of personal services, as well as movable and immovable property, in accordance with the provisions of article 41 of Law 3536/2007 (A' 42).
  9. Participation in the development of forest fire protection programs, in the design and study of methods and means for their prevention and suppression.
  10. The cooperation with the competent agencies for the suppression of forest fires.
  11. Participation in the coordination and utilization of aerial and ground means, in the framework of cooperation with the competent bodies, for forest fire fighting.

Regional Civil Protection Coordinator

According to Law 4623/2019, article 93, a regional Civil Protection Coordinator position is established in each region, to assist the Regional Governor in civil protection matters. The Regional Coordinators are hired under a fixed-term private law employment contract, the duration of which cannot exceed the term of office of the regional period in which they were hired.
The Regional Civil Protection Coordinators have powers of a decisive nature, which are transferred by the respective Regional Governor and report exclusively to him.
Furthermore, the Regional Coordinators:
a) participate in the Civil Protection Coordinating Body of the General Secretariat of Civil Protection,
b) provide advice and formulate specialized opinions, in writing or orally, in the area of ​​competence of the civil protection of the Region to the Regional Governor, the Regional Council and the Committees of the Region, or the services of the Ministries of the Interior and Citizen Protection,
c) provide services related to the procedures and operational actions, which aim to protect the life, health and property of citizens, infrastructures and services of vital importance, as well as to reduce the risk of disasters, which cause emergency situations,
d) prepare studies, prepare reports, submit proposals and recommendations, process and present data necessary for the implementation of civil protection policies.
